تيسيرات جديدة للمشروعات الصناعية في مصر

أعلنت وزارة الصناعة عن تدشين حزمة جديدة من التيسيرات الهادفة إلى دعم المشروعات الصناعية، وذلك في إطار خطة الدولة لتسريع استكمال المشروعات غير المكتملة ودفعها إلى دخول مرحلة التشغيل الفعلي. وتمتد هذه التيسيرات حتى نهاية أبريل 2026.

أهداف التيسيرات الحكومية

تهدف الحزمة الجديدة إلى:

1. تسريع استكمال المشروعات الصناعية القائمة
2. معالجة المعوقات الإجرائية والإنشائية التي تواجه المستثمرين
3. إعادة دمج المشروعات داخل المنظومة الصناعية الرسمية
4. تعظيم الاستفادة من الاستثمارات والأراضي الصناعية القائمة
5. رفع معدلات التشغيل وزيادة الطاقات الإنتاجية

مهلة 6 أشهر للمشروعات شبه المكتملة

تمنح وزارة الصناعة مهلة زمنية قدرها 6 أشهر للمشروعات التي أنجزت أكثر من 75% من الأعمال الإنشائية، وتشمل التيسيرات:

1. استكمال التنفيذ
2. استخراج التراخيص اللازمة
3. الحصول على السجل الصناعي
4. إعفاء كامل من غرامات التأخير طوال فترة المهلة

مهلة 12 شهرًا للمشروعات متوسطة التنفيذ

بالنسبة للمشروعات التي حصلت على رخصة بناء ونفذت ما بين 50% إلى أقل من 75% من الإنشاءات، تقرر:

1. منح مهلة تصل إلى 12 شهرًا لاستكمال التنفيذ
2. إعفاء من غرامات التأخير خلال أول 6 أشهر فقط من المهلة

مهلة 18 شهرًا للمشروعات الأقل تنفيذًا

شملت التيسيرات المشروعات التي:

1. لم تبدأ التنفيذ
2. أو نفذت أقل من 50% من الإنشاءات

حيث تم منحها:

1. مهلة زمنية تصل إلى 18 شهرًا
2. إعفاء من غرامات التأخير خلال أول 6 أشهر فقط

إعادة التعامل على الأراضي الصناعية

تضمنت الحزمة السماح بـ:

1. إعادة التعامل على الأراضي التي سبق سحبها
2. شريطة ألا تكون قد طُرحت أو خُصصت لمستثمرين آخرين
3. مع إمكانية إعادة تخصيصها لنفس المستثمر
4. وفقًا للسعر الحالي المعتمد للأرض

دعم كفاءة استخدام الأراضي الصناعية

تسعى هذه الإجراءات إلى:

1. تقليص فترات التوقف والتعطل بالمشروعات الصناعية
2. تحسين كفاءة استخدام الأراضي الصناعية
3. دعم استقرار ونمو القطاع الصناعي
4. تعزيز مساهمة الصناعة في الاقتصاد الوطني

New Incentives for Industrial Projects in Egypt

The Ministry of Industry announced the launch of a new package of incentives aimed at supporting industrial projects, as part of the government’s plan to accelerate the completion of unfinished projects and push them into full operation. These incentives will remain in effect until the end of April 2026.

Objectives of the Government Incentive Package

The new package aims to:

1. Accelerate the completion of existing industrial projects

2. Address procedural and construction-related obstacles facing investors

3. Reintegrate industrial projects into the formal industrial system

4. Maximize the utilization of existing investments and industrial land

5. Increase employment rates and expand production capacities

Six-Month Grace Period for Nearly Completed Projects

The Ministry of Industry grants a six-month grace period for projects that have completed more than 75% of construction works, allowing them to:

1. Complete implementation

2. Obtain the required licenses

3. Secure the industrial registry

4. Benefit from a full exemption from delay penalties during the grace period

Twelve-Month Grace Period for Moderately Implemented Projects

For projects that have obtained a building permit and completed between 50% and less than 75% of construction works, the incentives include:

1. A grace period of up to 12 months to complete implementation

2. Exemption from delay penalties during the first six months only

Eighteen-Month Grace Period for Low-Progress Projects

The incentive package also covers projects that:

1. Have not started implementation

2. Or have completed less than 50% of construction works

These projects are granted:

1. A grace period of up to 18 months

2. Exemption from delay penalties during the first six months only

Reallocation of Industrial Land

The package allows:

1. Re-engagement with industrial land that was previously withdrawn

2. Provided that the land has not been offered or allocated to other investors

3. Reallocation to the same investor

4. Based on the currently approved land price

1. Reduce downtime and project stoppages

2. Improve the efficiency of industrial land use
